The YPG said Levi Jonathan Shirley, a volunteer also known as Agir Servan, died on July 14 in Manbij, an ISIS-held city in northern Syria.

Syria conflict: Temporary partial truce comes into effect

The truce announced by the Syrian army became operational in two areas an hour after midnight local time on Friday.

A statement said it would last for 24 hours in Damascus and the Eastern Ghouta region outside the capital.

The truce is also due to last for 72 hours in the northern countryside of Latakia province.

There has been no explanation as to why the halt in fighting is only temporary,

During the day, rocket barrages fired by rebels were reported to have killed 15 worshippers after Friday prayers in a government-held part of Aleppo.

The comments come amid fresh peace talks in Geneva aimed at resolving the five-year Syrian conflict.

Russia is a key ally of Syrian President Bashar al-Assad and his office said in a statement he had agreed to the move.

The pullout was "in accordance with the situation on the ground", the statement said.

Russia began its campaign of air strikes in Syria last September, tipping the balance in favour of the Syrian government and allowing it to recapture territory from rebels.

Safety issues and the killing of a top rebel have been blamed for the delay.

Militants and their families were due to be bussed to areas under the control of their respective groups, under a deal between rebels and the government.

Meanwhile, a rebel coalition says it has captured a key dam from so-called Islamic State (IS) in northern Syria.

A spokesman for the Kurdish-Arab Syrian Democratic Forces (SDF) said fighters backed by coalition air strikes had seized the Tishrin dam, about 14 miles (22km) north of the IS stronghold of Raqqa.

Iran negotiated with the United States, Russia, China, Britain, France and Germany to reach their July 14 agreement. French Foreign Minister Laurent Fabius on Wednesday called for a similar arrangement "enlarged with regional partners."

The Americans, in contrast, want a tighter group, without the Europeans.

Carter made the comment at a Pentagon news conference, where he offered few details about the strikes but said they point out a contradiction in Russia's approach. He said the Russians should not be supporting Syrian President Bashar Assad's government.

Carter also expressed disappointment that the Russians did not use formal channels to provide the U.S. with advance notice of its airstrikes.
