The Courier-Mail have reported that Roar haven't given up on signing the former Uruguay international, although Forlan is unavailable until midway through the 2016-17 A-League season.
While the policy was set up for players to join for a full season, there is speculation that FFA would allow Forlan to move to Brisbane in January if a deal could be completed.
Brisbane were heavily linked with Forlan in August and it was understood that FFA considered the 37-year-old forward to meet the marketing criteria inherent to the guest marquee rule.
