The deadlier of Monday's two attacks happened near the provincial capital, Baquba, located 35 miles (60 kilometers) northeast of Baghdad. Police said a suicide car bomb tore through a marketplace, killing at least 35 people and wounding 72.

The Islamic State group claimed responsibility for the attack, in a statement distributed on Twitter, saying an Iraqi fighter named Abdullah al-Ansai detonated his explosives-laden vehicle in the predominantly Shiite neighborhood of Huwaydah.

The coalition had no immediate comment.

The report by Airwars, a project aimed at tracking the international airstrikes targeting the extremists, said it believed 57 specific strikes killed civilians and caused 48 suspected "friendly fire" deaths. It said the strikes have killed more than 15,000 Islamic State militants.

While Airwars noted the difficulty of verifying information in territory held by the IS group, which has kidnapped and killed journalists and activists, other groups have reported similar casualties from the U.S.-led airstrikes.

A statement from the office of Kurdish President Massoud Barzani said the Kurdish Workers' Party, known as the PKK, "should withdraw its fighters from the Kurdish region so to ensure the civilians of Kurdistan don't become victim of that fighting and conflict."

The statement also condemned Turkey for bombing civilians, following reports that civilian homes were damaged in airstrikes in northwestern Iraq. The statement calls on both sides to resume peace talks.

The U.N. mission to Iraq said that at least 844 civilians were among the dead, while 488 members of Iraqi security forces and pro-government militias fighting the Islamic State group were killed.

It put the number of the wounded at 2,108. Baghdad was the worst affected province with 335 people killed.

NATO Secretary-General Jens Stoltenberg said the aid program, approved Friday by NATO member nations, is designed to help Iraq by providing support in areas where NATO "is best placed to add value."

Stoltenberg said the assistance program was developed at Iraq's request, and in close consultation with Iraqi authorities.

In a three-part message posted on his official Twitter account Tuesday, al-Abadi said that the council is committed "not to allow any attack on Turkey from Iraqi territory and called on Turkey to respect good relations."

Turkey launched a wave of airstrikes in Iraq last week targeting militants with the Kurdistan Workers Party, or PKK, in the country's northwest.

The strikes in Iraq targeted the Kurdistan Workers' Party, or PKK, whose affiliates have been effective in battling the Islamic State group. 

The strikes further complicate the U.S.-led war against the extremists, which has relied on Kurdish ground forces making gains in Iraq and Syria.

The officials say the police chief in Khan Beni Saad and three officers have been fired in the wake of the attack on a crowded market as residents began to mark the end of the Muslim holy month of Ramadan. They say two other officers are being investigated. 

The officials spoke on condition of anonymity as they weren't authorized to talk to journalists.

The mostly-Shiite victims were gathered to mark the end of the Islamic holy month of Ramadan, which ended Friday for Iraqi Shiites and a day earlier for Iraqi Sunni Muslims.

The spokesman for the Joint Operations Command, Brig. Gen. Yahya Rasool, said in a televised statement that the operation started at dawn and that government forces were being backed by Shiite and Sunni pro-government fighters.

Rasool did not say whether the U.S.-led international coalition was taking part.
