"The unoccupied, which are ours, let's live on it," Mr Duterte told reporters during a visit to a military base in Palawan.

The move is expected to anger China, which claims several contested shoals, islets and reefs in the territory.

China has been constructing artificial islands in the area for years.

While the Philippines occupies nine features in the South China Sea, including a World War Two-era transport ship, Beijing claims almost all of the territory. It is unlikely to welcome an increased military presence from the Philippines.

Jurgen Kantner was abducted from his yacht off Malaysia's Sabah state in November. His companion Sabine Merz's body was later found on the boat.

A deadline for a 30m peso (£483,000; $600,000) ransom expired on Sunday.

Mr Kantner, 70, and Ms Merz had been abducted before. They were held for 52 days in 2008 by Somali pirates and were released after a ransom was paid.

The video, reported by the SITE militancy-monitoring group, shows Mr Kantner being killed by a knife-wielding man.

Government envoy Jesus Dureza confirmed the killing.

Ampatuan, 74, was on trial for the 2009 massacre and was brought to the National Kidney and Transplant Institute in early June, when he was diagnosed with liver cancer. 

He fell into a coma last week and died overnight of a heart attack due to liver failure, said lawyer Salvador Panelo.

The complaints were filed with the local prosecutor late Friday as the M/B Kim Nirvana was lifted from the water, said Ormoc City police Senior Inspector Rio Tan. The prosecutor will review the complaints to determine whether there is enough evidence to file charges.

At least 59 people died and 145 survived Thursday's disaster, including all 18 crew members, said regional coast guard commander Capt. Pedro Tinampay.

Tinampay said a maritime casualty investigation that has begun will determine how many people actually were aboard the vessel.

The bodies were recovered hours after coast guard spokesman Cmdr. Armand Balilo said all 187 passengers and crew members on the M/B Kim Nirvana had been accounted for, with 45 dead, 142 survivors and no reports of anyone else missing. The vessel overturned in choppy waters on Thursday off Ormoc City.
