The 2015 Performance Summary Report stated that it has been an absolute disappointment particularly when provinces are receiving so much funding under the Provincial Services Improvement Programme (PSIP).
The leaders at the 2016 Leaders Summit in Port Moresby were challenged that there were supposed to be a lot happening under the District Services Improvement Program (DSIP) as well as other National government programs such as the Tuition Fee Free education that the provinces should have reported on.
