The facility was official commissioned by the Minister for Fisheries and Marine Resources， Mao Zeming along with the Japanese Ambassador to PNG, Moriyo Matsumoto.
Deputy Prime Minister， Grand Chief Sir Leo Dion， also officiated at the start of the ceremony in representing the National Government and the National Executive Council to acknowledge and thank the government and people of Japan for such a magnificent facility.
