In his column for the Daily Telegraph, Lowe declared there is more natural rugby league talent in New Zealand than any other country but questioned why they don’t dominate at both the international and NRL level.
While he expressed some concern for the state of the Test team, Lowe saved most of his criticism for the Warriors.
“As for the NRL, I’ve seen plenty of the local New Zealand competitions here over the last couple of years and in my opinion a second squad of first-grade players are just sitting in line waiting for a start,” Lowe wrote.
