Vote tally for Iran nuclear deal rises to 31 in Senate

Merkley's backing puts supporters within reach of the 34 votes required to uphold a presidential veto of a congressional resolution disapproving the agreement, which curbs Iran's nuclear program in exchange for billions of dollars in sanctions relief.

Qatar's FM urges 'serious dialogue' with Iran

Foreign Minister Khalid al-Attiyah made the comments in a wide-ranging interview with The Associated Press that also touched on the controversy surrounding Qatar's hosting of the 2022 World Cup and allegations of Doha's links to Islamic militant groups.

Al-Attiyah spoke from a skyscraper office overlooking the rapidly developing Qatari capital, Doha, a day after U.S. Secretary of State John Kerry met with the six-member Gulf Cooperation Council in Qatar.

Speaking for the six-member Gulf Cooperation Council, Qatar's foreign minister said Monday that the bloc had been pleased by a presentation of the agreement from U.S. Secretary of State John Kerry. 

On that basis, he said the council welcomed the deal.

Kerry had come to Doha seeking to ease concerns about the regional implications of the deal.

But the measure also provides a mechanism for U.N. sanctions to "snap back" in place if Iran fails to meet its obligations.

The resolution had been agreed to by the five veto-wielding council members, who along with Germany negotiated the nuclear deal with Iran. It was co-sponsored by all 15 members of the Security Council.

Hammond defended the nuclear deal reached between Iran and world powers saying it would ensure peace in the region.

Israeli Prime Minister Benjamin Netanyahu has said Israel isn't bound by the deal with Iran brokered by the United States and would continue to oppose it.

"We knew it would have been difficult, challenging, and sometimes hard," said Federica Mogherini, the European Union's foreign policy chief. Negotiations, she said, will continue for the next couple of days despite hitting some "tense" moments.

As the latest target date arrived for a deal setting a decade of restrictions on Iran's nuclear program, U.S. Secretary of State John Kerry, Iranian Foreign Minister Mohammad Javad Zarif and other top diplomats huddled in Vienna in search of a breakthrough. 

Tentative agreement on Iran sanctions relief

Diplomats confirmed the new development to the Associated Press on Saturday.

The annex, one of five meant to accompany the agreement, outlines which U.S. and international sanctions will be lifted and how quickly. 

Diplomats said senior officials of the seven-nation talks, which include U.S. Secretary of State John Kerry and Iranian Foreign Minister Mohammad Javad Zarif, still had to sign off on the package.

That key condition is significantly reducing its stocks of enriched uranium that could be used for atomic weapons.

Iran's failure to comply would have severely undermined the negotiations, which are aimed at curbing the Iranians' nuclear program for a decade in exchange for tens of billions of dollars in relief from international economic sanctions

The State Department announced the extra days of talks only hours before the expiration of the target date for their completion.
