Police said the male foreigner of Asian origin was in the company of a married couple, who arranged for the sexual penetration of a 15 - year old girl.

According to police reports, the middle-aged Asian sexually penetrated the girl from Salamaua LLG in the Morobe Province after she was arranged by her uncle and his wife.

It was alleged that the victim was taken into town by the couple in the pretext of looking after her and help her with some cash.

The Asian suspect sexually penetrated the victim five times within two days last year.

The county's district attorney's office announced the decision on Wednesday, a week after the 78-year-old actor was arraigned in a Pennsylvania court on separate sexual misconduct charges stemming from a 2004 incident involving an ex-Temple University employee. It is the only case that has led to criminal charges for Cosby, who has been accused by more than 50 women of sexual abuse, often involving drugs and alcohol, during incidents that allegedly took place over several decades. He has denied the allegations.

International Planned Parenthood Federation (IPPF)-PNG Family Health Association is focused on addressing these issues and is looking into programs that will address these areas of their needs.

IPPF program officer Jennifer John says a lot of times we think that they are living with a disability so they don’t have feelings.

“Most of the times we tend  to disregard their sexual needs but people with special disabilities are just like all of us.

“Their sexual needs have to be also addressed,” she said.
