Trump order to target foreign worker visa programme

The order directs agencies to enforce government rules on excluding foreign contractors from bids for government projects.

He signed the so-called Buy America, Hire America order on a visit to a tool factory in the US state of Wisconsin.

The order is aimed at fulfilling his "America First" campaign promises.

But it falls way short of Mr Trump's campaign pledge to end the H-1B visa programme.

"I now have responsibility, and I will have that responsibility and carry it very proudly," Trump said responding to a question about a White House statement Tuesday that blamed the attack in part on President Barack Obama.

"It is now my responsibility. It was a great opportunity missed," Trump said.

Trump did maintain that Obama's failure to respond to his red line threat "was a blank threat (that) set us back a long ways, not only in Syria but in many other parts of the world."

The President condemned the attack as "heinous."

Trump walks out before signing executive orders

During the signing ceremony, White House pool reporters asked Trump questions about his former national security adviser Michael Flynn, who has offered to testify on Russian involvement in the US election in return for immunity from prosecution.

The President ignored the questions and moved to another room, only to be followed by Vice President Mike Pence, who picked up the folders containing the two executive orders.

Trump released a statement saying Sessions did not make any misleading statements under oath during his confirmation hearings, but that he could have been more accurate in his responses to lawmakers.

"He wants to stand up for all Americans, including the unborn, and I think the reinstatement of this policy is not just something that echoes that value, but respects taxpayer funding as well."

The policy, initially put in place by the Reagan administration, was rescinded by the Obama administration in 2009.
