Two people who were injured in the attack have died, according to London’s police commissioner. Three other people who were injured are being treated at hospital. 

Police had earlier said it was called to a stabbing at a “premises” near London Bridge at around 2 p.m. local time. It ended with passersby tackling the fleeing suspect before he was shot dead by officers.

More footage showed a different man walking away with a large knife he reportedly wrestled from the attacker.

The plan includes diverting rivers, moving roads and rerouting the M25 through a tunnel under the new runway.

Heathrow's expansion has faced fierce opposition, but the airport says it has engaged with local communities and other stakeholders.

The proposals are now open to public consultation until 13 September.

London Ambulance Service said it had not treated any patients but remained at the scene. The Metropolitan Police also attended the incident.

Witness Joan Ribes, 24, said: "I was just passing by when I saw the fire and they started to get firefighters and police, it was all very fast.

Authorities say "a number of casualties" are being treated at the scene.

"We have sent a number of resources to an incident in Seven Sisters Road. More information will follow when we have it," London Ambulance Service said on Twitter.

A statement from London's Metropolitan Police said one man had been arrested.
