Hurricane Harvey: Texas governor warns bill could be $180bn

He said the damage was worse than that caused by Hurricane Katrina, which devastated New Orleans in 2005.

Meanwhile, the head of the government's disaster management agency has warned that flood-hit states should not rely on Washington to pick up the bill.

Brock Long said Harvey should be a wake-up call for local officials.

Recovery operations are under way across Texas, and in neighbouring Louisiana, although many areas are still battling floodwater.

Houston flood: Trump visits Texas amid 'epic' rainfall

He and First Lady Melania Trump flew to Corpus Christi, where Hurricane Harvey first made landfall on Friday.

Governor Greg Abbott said he wanted the president to understand the enormous challenges that Texans faced.

Unprecedented flooding has driven thousands of people from their homes, particularly in the Houston area where two dams are overflowing.

At least 15 people are reported to have died, including six members of the same family whose van was swept away by rising floodwater, and a man in his 60s who apparently drowned while trying to swim to safety.

1000 rescued as 'catastrophic' storm floods Houston

Houston mayor Sylvester Turner said 40 boats would be added for rescuing people from high waters that have filled neighbourhoods and highways. "Don't get on the road. Don't assume this storm is over," Mr Turner said.

Harvey came ashore late Friday as the most powerful hurricane to hit Texas in more than 50 years and has been linked to at least two deaths. The death toll is expected to rise as the storm lashes the US state for days, triggering more floods, tidal surges and tornadoes.

Hurricane Harvey barrels into Texas

Hurricane Harvey made landfall as a category-4 storm but CNN report it has since been downgraded to category 1.

The storm has brought down trees in Corpus Christi, with cities from northern Mexico to Louisiana bracing for flooding.

The town of Rockport appeared to be one of the hardest hit and the mayor told not leaving town should write their names on their arms for identification in case of death or injury.

Hurricane Harvey's high winds make landfall in Texas

The storm, which has even stronger gusts, is expected to be the worst to hit Texas for 12 years. Up to a 40in (1m) of rain is expected to fall.

President Trump has signed a disaster proclamation for the state, which will free up federal aid for the worst-affected areas.

Texas Governor Greg Abbott has warned of record flooding in multiple regions.

The category four storm has already brought down trees in Corpus Christi and thousands of residents have boarded up their homes and fled.
