Kramer files complaint against yoga contract

Madang MP Bryan Kramer today lodged a formal complaint against the controversial K3 million a year contract towards the NCD yoga program.

He said when the issue came to light, he made his inquiries into the matter after it was raised in the media and parliament.

“The Governor for NCD challenged me to report the matter to Fraud and to the Ombudsman Commission so I acted on that challenge, and I am here today to formally lay a complaint with the Director for Fraud.”

He handed a letter of complaint along with all supporting documents over to the Director of the National Fraud and Anti-Corruption Directorate, Matthew Damaru.

This included a Hansard from parliament detailing the debate on the issue.

“It states, ‘Thankyou Mr Acting speaker, I have declared my interest in this matter from day one, it is on record in NCD, I don’t deal with the contract, I don’t approve it, I don’t pay’,” quoted Kramer.

He said he asked the governor for records in NCD but it was never forthcoming. Thus he states the appropriate authorities to obtain those records and establish the nature of the contract that was awarded to the foreign enterprise is Fraud.

“The police have the powers of investigation, the powers to subpoena the documentation to establish if the contract was in order. They also have powers to obtain bank records.

“They are public records, we are not talking about private transactions,” expressed Kramer.

He also filed a letter to hand over to the Ombudsman Commission as it relates to the office of the Governor.

“What cannot be disputed is that from records obtained from IPA was that the company started operating, or receiving funds, before it was even certified to operate. And the sole funding entity was the NCD.”

Damaru confirmed that the complaint will be registered and normal investigation process will take place.

“The outcome of the investigations will be based on what we uncover,” stated the fraud director.
