DDA CEO cannot create their own structure

Public Services Minister, Sir Puka Temu, says District Development Authority’s and their Chief Executive Officers cannot create their own structures without the approval of the Department of Personel Management.

Temu said they can only recommend the type of structure they require suitable to their own particular setting or location, which will then be channeled through the respective Provincial Governments to the Department.

He was responding to Kikori MP and Opposition Member, Mark Maipakai , in Parliament on Thursday.

“Do we districts have the powers under the Organic Law to create our own structures and get it endorsed through the Provincial Government and it comes through the system for confirmation by  higher authorities?” asked Maipakai.

Temu said this was not possible as there has to be an assessment done by DPM.

“The Provincial Administration has to provide a proposed structure. That includes all districts. That’s where you come in as what type of administrative structure you would want peculiar to your location,” said Temu.

“Then once it’s clear, it comes to DPM who has the expertise of assessing the organizational structure but more importantly, comparing the job structures, the relativities in salaries, otherwise, you go overboard.”
