Lupari blames public servants for not delivering services

Chief Secretary to Government Isaac Lupari has blamed public servants for not delivery government services to the people.

When officially opening the Provincial and Local Level Service Monitoring Authority (PLLSMA) conference in Port Moresby early this week, Lupari told the provincial administrators that they (public servants) were the drivers of the service delivery.

He said lack of money should not be an excuse.

“If services do not get to the people, the National Government and the leaders should not be blamed. We are responsible for delivery,” he told the Provincial administrators.

“We the public servants, including the Public Servants in Waigani need to lift our performances. We can achieve a lot if we are better coordinated.

“The Provincial Administrators need our help to managing these funds and ensuring it is going towards improving the lives of our people.”

“PLLSMA is an important vehicle for us at Waigani to connect with our colleagues in the Provinces and likewise for province to connect with us.”

“The provinces need our help and if we do not provide that, many of these provinces will continue to struggle as they do today.”

“This is being unfair to our people. They do not deserve that from us,” said Lupari.  

“This is a massive transfer of financial resources to the provinces, Districts and LLGs. In the last 4 years Provinces, Districts and LLG have received substantial funding to implement programs and projects in their respective jurisdictions.”

He stressed that Waigani is no longer managing these funds. The Provinces, District and LLGs directly manage the funds.

“We can’t blame the National Government if services and developments are not delivered to our people,” Lupari told the Provincial Administrators.
