​Juffa condemns Govt’s 100 Day plan

He specifically raised concerns on the reduction of the Provincial and District Services Improvement Program funds.

He said given the situation the country is facing, such funds are the only ones available to many districts and provinces to be able to meet the shortfalls from the lack of funding from the government via the recurrent and functional grants.

However, Juffa said most of the recurrent and functional grants have never been paid to districts and provinces.

He said even the most negative situation can be an educational positive outcome.

Juffa welcomes Kapavore’s appointment

Juffa said Public Service is a very important portfolio and urged Kapavore to table the findings of the Special Parliamentary Committee on Public Service.

“I believe it is a holistic approach to improving the welfare of public servants and introducing corporate values, including performance based contracts for all public servants.”

He said Kapavore needs support from all the leaders to drive the public service machinery forward.

Meanwhile, Juffa said public servants must be honest in their job and help deliver to the people in a transparent manner.

 

Special committee needed to tackle taxation issue

He said the current tax regime is very hostile to Papua New Guineans and genuine investors with PNG’s tax rates currently the highest in the Pacific.

Juffa claimed that a significant portion of illegal and semi illegal businesses are earning profits, especially in the forestry and fisheries sectors as well as property and other poorly regulated businesses.

He added that such illegal entities are avoiding taxes and getting away with it, leaving the shortfall to be met by genuine investors like PNG SMEs and PNG wage earners.

The contract, he says did not meet the 2001 ISO quality assurance, endangering the lives of Papua New Guineans.

Juffa: Coalition must have people’s interest at heart

In this first term, the Northern Governor has been one of the few voices on good governance in Parliament.

 Juffa confirmed in a media conference today, his People’s Movement for Change Party support for the PANGU Party led, Goroka Camp.

 “I will consider any organization that will form (a government) not a disorganization like what we have endured for the last 5 years.

“The National Alliance (Party) has been seen to be accumulating the numbers, so as PANGU,” Juffa said.  

Northern administration will be restructured

“My next focus now is to restructure our administration. I tried to do it for the country when I proposed for the Public Service Review,” Juffa said.

He was part of the parliament committee which reviewed the public service of Australia, New Zealand and Tonga.

Juffa, in a media conference today, said PNG’s public service is not on par with its neighbours, and the reviewed Terms of Reference is absorbing dust in Prime Minister Peter O’Neill’s cabinet.    

Juffa backs Goroka camp

Sam Basil’s PANGU Party are camped in the heart of mainland Papua New Guinea to lure numbers to form the country’s next government.

Juffa, who spent his first 5 years in the National Parliament as a middle and opposition bench MP, vowed to be vocal on national issues.           

“I have no problem in staying in the Opposition, so I can speak my mind to represent the interest of my people,” Juffa said in a media conference in Port Moresby today.

“But I am very interested in forming the next government.
