Ruiyou made the remarks during handover ceremony of the centre to the PNG government on Tuesday evening in Port Moresby.

He said PNG is in real need of such facility in its growing engagement in the world and regional affairs and the Chinese people have come on board to deliver this project to PNG as a token of friendship for the past 40 years.

Polye says according to an advisory report on the design and construction of phase one, the work is substandard.

The first phase completed last year  boosts the safety and efficiency of port operations with new facilities including a tidal basin, a multipurpose berth, and terminal works including buildings, storage areas, roads, drainage, water, electricity and sewerage services.

The construction cost K750million.
