With 97 percent of the votes counted, neither of the candidates' parties had captured a ruling majority, but Netanyahu was clearly in a strong position to form a coalition government with other right-wing factions that have backed him.

The conference, which is being attended by representatives from some 70 countries, began Sunday with the aim of bringing both sides to the negotiating table and maintaining support for a two-state solution.

"They emphasized the importance for the parties to restate their commitment to this solution, to take urgent steps in order to reverse the current negative trends on the ground, including continued acts of violence and ongoing settlement activity," the closing statement from the conference read.

A military court convicted the soldier after dismissing his assertion that the Palestinian still posed a danger.

The case has divided Israeli opinion. Azaria, a sergeant, will be sentenced next Sunday, Israel's military says.

There have been rallies to support the soldier, but top military figures say his actions do not reflect the values of the Israel Defence Forces (IDF).

He was asked about "receiving benefits from business people", justice ministry officials said without giving details.

Ahead of the investigators' arrival at his residence on Monday, Mr Netanyahu restated that he was innocent.

He warned the media and political rivals that they should "hold off partying", adding: "Nothing will happen, because there is nothing."

Mr Kerry said the prospect of a peace deal based on a two-state solution was in grave jeopardy.

Israeli settlement building on occupied land was a major problem, he said.

Mr Netanyahu said he was disappointed with the speech, which he said was "unbalanced" and "obsessively focused" on settlements.

Mr Kerry had "paid lip service to the unremitting Palestinian campaign of terrorism" against Israel, he said.

The clashes erupted after the funeral of a 13-year-old boy killed during clashes with the Israeli military.

Palestinian President Mahmoud Abbas said on Tuesday he had no interest in an "escalation" of violence and is ready to talk with Israel.

Spokesman Josh Earnest says he anticipates a White House meeting in early November. It would be the first formal meeting between the two leaders in months.

Obama pointedly refused to see Netanyahu in March when the Israeli leader appeared before a joint meeting of Congress and harshly criticized a U.S.-negotiated nuclear deal with Iran, Israel's enemy. Lawmakers had arranged Netanyahu's appearance without White House input.
