SLIP aims to improve students’ performance

Technical Vocational Education & Training (TVET) institutions should integrate the School Learning Improvement Plan (SLIP) into their operational systems.

The Education Department’s First Assistant Secretary for Policy and Research Wing, Peter Kants, says SLIP, which came into existence in 2006, can be easily implemented as it does not require a lot of resources, but needs effective leadership to move it forward.

During a consultative forum with principals and governing councils’ chairpersons on August 14, held at the National Polytechnic Institute, Morobe Province, Kants explained that the SLIP program was borne in 2006 after a review was undertaken on school teaching and learning environment and management.

“This was done to ensure that the National Education Plan (2004-2014) outcomes were achieved and teacher appraisal and quality assurance were provided when the system is expanded with limited resources,” he said.

Kants highlighted that SLIP is a vehicle or an approach used to improve student performance as the key outcome.

“It also improves classroom practices and develops quality leadership and management of scarce or limited resources.”

He outlined that SLIP focuses on seven areas that include:

  • Improved student learning outcomes;
  • Need based staff professional development;
  • Students needs and welfare;
  • Leadership, administration & management;
  • Infrastructure maintenance & development;
  • Good governance & community relationship; and
  • Budget allocation to support SLIP

Meanwhile, he has requested the principals and governing councils’ chairpersons to contact him if they require further information on SLIP through email: Peter_Kants@education.gov.pg
