Kramer ordered to apologise

The Permanent Parliamentary Committee on Privileges today has ordered the Madang MP to make an apology to Parliament.

This is for reflections on a Member intending to bring hatred and contempt on Parliament.

Chairman of the Report of the Privileges Committee, Charlie Benjamin, said if Bryan Kramer fails to apologise, he will be suspended from two Parliament sittings.

When presenting the report raised by Tewai-Siassi MP Dr Kobby Bomareo on May 30, 2018, Benjamin said Members of Parliament should be diplomatic and exercise control in their conduct through words or actions against each other and the public.

He added that MPs should be respectful and demonstrate quality leadership expected by their constituents.

Benjamin also warned other MPs to be mindful of their conduct, especially in relation to the use of social media.

The Committee found that the conduct of Bryan Kramer is in breach of Parliamentary privilege.

His post on Facebook, although primarily aimed at the policy of the Minister for Communication, Information Technology and Energy, contained a photograph of the Minister with a superimposed caption at the bottom that implied that the Minister was dumb.

Benjamin said under the Standing Orders 79, all imputations of improper motives and all personal reflections on MPs are to be considered highly disorderly.

The chairman also pointed out that Kramer should apologise to the house within two sitting days from the date the report has been adopted.

This is the second time the Madang MP has been referred to the Parliamentary Privileges Committee.

On June 1st, 2018, he was referred following a request by Tewai-Siassi MP, Dr Kobby Bomareo, after a Facebook post which Bomareo said demeaned Energy Minister Sam Basil as a leader.

Kramer's post was in response to an article quoting Minister Basil’s intention to ban Facebook for a month.
